Whether you’re preparing a building pad, installing drainage, trenching utilities, or improving access, the “paperwork” is often tied directly to how the work must be executed, erosion control, discharge points, right-of-way rules, and protected resources.
We help align project scope, site conditions, and compliance needs so you can break ground with fewer surprises.
Engineering-led planning support
If your project disturbs sufficient area (commonly 1 acre or more, or is part of a larger common plan), Indiana construction stormwater coverage is issued under the Construction Stormwater General Permit (CSGP) and typically requires stormwater controls and documentation (often including a SWPPP).
We support:
Wetlands and “waters of the U.S.” can trigger additional permitting and mitigation requirements—and they’re not always obvious on a quick walkthrough. USACE regulates work in waters/wetlands under Section 404 (and other authorities), and IDEM also administers Indiana’s state regulated wetlands program, including isolated wetland permits.
We plan site work around grade, drainage performance, and long-term stability so compliance and construction match.
Within Bloomington city limits, grading/ROW/excavation pathways often differ from Monroe County processes outside city limits. Bloomington provides guidance pointing city projects to Planning & Transportation for grading/ROW items and non-city projects to Monroe County Building Department.
Indiana’s CSGP framework is designed to reduce pollutants (especially sediment) from land disturbance.
If wetlands enter the picture, we can help coordinate the right mitigation approach—so compliance doesn’t derail your schedule.
Depending on location and scope, yes. Bloomington publishes grading permit documentation and directs in-city grading/ROW items through Planning & Transportation pathways.
Monroe County permitting and inspections are handled through the Monroe County Building Department for applicable items.
If your excavation, utility connection, or construction activity impacts public ROW, Bloomington indicates a ROW Use permit is required through its Engineering Department process.
IDEM notes construction stormwater permitting coverage is issued under the CSGP and targets land disturbance activities (commonly 1 acre+ and some projects under 1 acre that are part of a larger plan).
Work in regulated waters/wetlands mitigation may require USACE authorization, and Indiana also has state regulated wetland permits (including isolated wetland permits). Impacts can trigger mitigation requirements.
